It's Percy. *nods* He looks upset, and when do we see Percy not upset, other than when he's bragging? And the girl? That's Penelope Clearwater, obviously. She's had enough of his rants about the "evil" Arthur Weasley and Harry Potter and how much in love Percy is with Crouch. She's leaving him and is waiting for her taxi.

Bill Weasley! It doesn't seem to be a recent picture of Bill, though, not at all. I'm not so sure that the muggle vehicle is his. I think it's the woman's, and she's a stranger to him...but a lovely stranger that he could not ignore when he saw her stranded. I think he's taking a break from attempting to sneak magic to fix this contraption. The woman's back is turned to him at his insistence. After all, she doesn't need to see the magic.

What other Weasley could look so natural in those muggle clothes?

It's Charlie! He always seemed like the adventurous type to me (dragons and whatnot). The girl is his co-worker. He decided that it would be "fun" to use Muggle transportation to get to their next assignment. However, they had some problems along the way (obviously). And neither of them is able to fix the Muggle contraption.

...and for some reason they can't just Apparate themselves out of trouble, haha. Maybe they're in a strict no-Apparition zone (because it's dangeorus?). It's a mystery. xD

I say it's Charlie Weasley and Verity. :) They met in the Twins' shop, fell in love and are engaged. Verity left the shop to go to Romania with Charlie, and they are now traveling (without magic, as a precaution) to the nearest city in Romania from Charlie's dragon reserve to take a biplane to England for Bill and Fleur's wedding. Unfortunately, they broke down and are now waiting impatiently for another wizard from Charlie's reserve to patch them up.

I say its Bill and Fleur on one of those times they wanted to be muggles and riding a car to Gringotts just to find out that it broke down ::Fleur is not a happy camper::

It's got to be Ron and Luna. Only Luna would wear a dress like that and Ron is being all sullen because he didn't listen to Hermione and use that gas replenishing charm before they left on vacation.

I say bill out with Flur. She has the blond hair and he looks like the 'stud' for lack of a better word. Only they are annoyed because they lost their wands and anyway to get themselves out of the situation of a broken down vehicle.

Only one of the twins would dress so, and you can so see tghem waiting, quite annoyed whilst the other twin has gone to find help, because the twins convinced her it would be fun to play 'muggle' for a holiday and now they're stuck and she's annoyed...
